Can I charge my ebike battery by a Portable Power Station 518Wh Outdoor Mobile Lithium Battery Pack with 110V/500W AC Outlet?

Doable for partial charge but cannot complete it; Here is an example of how to calculations based on your parameters:
your charger normally needs about 200W input supply at 110V AC, this supply says 500W which is OK, however the total capacity of this power bank is 518Wh which is less than your battery (48V x 17.ah = 840Wh)
